Article Synopsis – Hurricane Florence ripped across the Carolinas this weekend causing over 2 feet of rain, major-river flooding, and killing at least 17 people. [Editors Update: 31 now dead.] Some parts of the state were getting 2 to 3 inches of rain an hour.
